How to know based on handicap what holes gets what strokes.

The hardest holes are used for determining strokes. If you getting 5 strokes, it would be 1 stroke for each hole based on the ranking on the card. So for the west course, it would be hole 1, 7, 6, 3 and 4 in that order.

The number of strokes you get is determined by the difference between what your handicap is and what your opponent's handicap is. (Example: if you handicap is 15 and your opponent's is 10 you would get 5 strokes.
